The Global Paradigm Shift in International Trade & Customs:
Since January 1st 2011the EU has introduced new rules for importers and exporters involved in EU cross Border Trade.
In simple terms, Trade Data must be sent in Advance and in a paperfree format to the EU Customs Authorities to allow for goods to be shipped to or from the EU.
If traders do not comply:
- Traders will not be granted approval to load and goods will not leave the port
- Traders will be forced to pay fines which have been imposed per infringement. click here for more information

UNCEFACT has already confirmed that a single transaction, based on dated paper-based cross-border trade customs models, can involve 27 parties, more than 40 documents and more than 300 copies of documents.
UNCTAD has confirmed that more than 5 billion trade and transport documents are issued annually and the average customs transaction involves 20 to 30 parties, 40 documents, 200 data elements (30 of which are repeated at least 30 times) and the re-keying of 60-70% of all data at least once.
International Air Transport Association (IATA) confirmed that 20 to 30 documents accompany each master airway bill.
The costs associated with all of these transactions, together with the complexity of international trade documents and procedures, place a huge burden on EU businesses and create a major disincentive for many small businesses in the EU in participating in cross-border trade. The future is clearly paper-free if EU businesses are to have any chance of competing in the current global trading environment.
